Brief  Explanation of Assessment Office Duties 
And Township Assessor Duties 

 The Chief County Assessment Office and Township Assessors, by Illinois Property Tax Code (35 ILCS 200/1-55), must assess property based on 33.33% of the fair market value.  The fair market value is set based on “good” sales in Moultrie County.   

To make sure that all property is assessed at 33.33% of the fair market value, the township assessors go out yearly to collect data.  Township Assessors are either elected, appointed, or contracted with the township.  The data they collect is brought to the County Assessment Office and entered into a Computer Assisted Mass Appraisal System that assists the Chief County Assessment Officer in determining the value of the property (very similar to what Appraisers use to determine the value of your home).  If there is incorrect data, the assessed value could be too low or too high and this creates inequitable assessments throughout the County.  The Township Assessors collect this data by visiting each parcel (excluding “only farmland” parcels) and measuring buildings, checking condition of the buildings and the use of the buildings and taking pictures.  They will knock on your door and if you are home, gladly explain who they are and what they are doing there.  If you are not home they will leave a “Door Knocker” explaining they were there, what they did and provide phone numbers to reach either them and/or the Assessment Office.
