Welcome to the Moultrie County Treasurer's Website. Our Website is designed to answer the most common questions regarding our office. If you have questions or suggestions regarding our site, please call us at (217 728-4032) or e-mail us at stephanie.helmuth@moultriecountyil.gov. Staff includes Treasurer Stephanie L. Helmuth and Chief Deputy Treasurer Michelle Liddiard.

The County Treasurer serves as both Treasurer and Collector. The Treasurer is responsible for depositing, investing and disbursing all funds for Moultrie County. The Collector is responsible for billing, collecting, investing and distributing property taxes.

County Treasurers are cash managers not investors. Our investment objectives are Safety, Liquidity and Yield in that order. These objectives are spelled out in an Investment Policy, which is required by Illinois law for all custodians of public funds.

The Collector sends out approximately 11,000 real estate tax bills annually and collects approximately $23 million dollars. Those funds are distributed over 54 taxing districts. The bills are usually mailed in mid-May to mid-June and are due usually due in July and September. The tax sale is held annually at the Moultrie County Courthouse in early November.

The Collector sends out approximately 275 Mobile Home Privilege tax bills annually and collects approximately $18,500. The bills are mailed in March and are due sixty days after mailing in May.  Unpaid mobile home taxes are sent to tax sale with unpaid real estate taxes as well.

The County Treasurer is by law the Treasurer and Collector for drainage districts unless they appoint someone else to one or both positions. Drainage tax is included in the real estate tax bill unless there is special assessment. Special assessment drainage tax bills are mailed separately.

Rabies Tags are also registered and sold in the Treasurer's Office. A copy of proof of vaccination is needed along with $5.00 for to receive a rabies tag. Moultrie County Tags are also available at area veterinary clinics that participate with Moultrie County in this service.

Hotel Motel Taxes - The Hotel Motel Operator's Occupation Tax is collected by the Treasurer from county hotel/motel business.
