MOULTRIE COUNTY BOARD/COMMITTEE MEMBERS

(Unless the 1st of the month lands on Thursday, then it is the third Thursday of the month.)
All business conducted by the Moultrie County Board begins at the committee level. In order to conduct business in an efficient and effective manner the Board has established twelve standing committees.
Some of these committees meet on a monthly basis; others meet "as needed". At their meetings, the committees discuss issues that are on their agenda and make recommendations to the Moultrie County Board. The Board at its regular monthly meeting either accepts their recommendations or rejects them.
Occasionally, a matter comes before the Board that none of these standing committees can adequately address. At that time the Board Chairman appoints an "ad hoc" committee to discuss only that one issue. After the issue has been considered the committee is abolished.
1:00 P.M. - County Board Room on Monday preceding the County Board Meeting
Control of all financial claims against the County, budget control, Federal and State Fund supervision, budget preparation, tax levies, and audit.

Oversees courthouse, jail and grounds and County Farm.; In charge of maintenance and improvements; maintains inventory of County property and oversees improvement to County technology systems.

6:45 P.M. in June prior to Board meeting; then as-needs-be basis with 48 hours notice
Responsible for yearly reviewing all liquor applications for issuance of liquor licenses in the County, including any additional applications and licenses for special events. Investigates any complaints regarding liquor control issues.

3:30 P.M. first Friday of each month
Supervision of Planner's office and coordination of Zoning Board of Appeals and Planning Commission. Review and procurement of Federal and State grants.

Liaison between the Sheriff, State's Attorney, Probation, Public Defender and Coroner Departments. Supervision of County Health Department, ESDA, Animal Control, Merit Commission, and all matters pertaining to health, safety, welfare, mental health, 708 Board and Beacon Counseling Center.

Supervision of County Highway Department and all duties pertaining to construction and maintenance of County roads and bridges.

Makes recommendations to the Board regarding election changes mandated by law.

Makes recommendations to the Board regarding projects to be funded by the GIS Fund out of GIS Fund Budget discretionary dollars not otherwise line item allocated.

Consideration of all matters pertaining to legislation and order of business for the County Board and legislation of interest pertaining to the County and its governing bodies.

Establish personnel manual and policies, determine salary recommendations for employees and elected officials. Other duties include IMRF, Social Security and appropriate collective bargaining issues.

To evaluate and investigate all technology needs for Moultrie County offices. To establish policies, procedures and training on technology issues including but not limited to Cyber Security issues for all Moultrie County offices.

PROVIDES GUIDANCE TO THE OFFICERS AND EMPLOYEES OF MOULTRIE COUNTY CONCERNING THE INTERPRETATION OF AND COMPLIANCE WITH THE PROVISIONS OF THE ETHICS ORDINANCE AND STATE ETHICS LAWS.
