The Office of the Clerk of the Circuit Court is a Constitutional Office. While the Clerk is elected every four years on a county wide basis, it is not a county office as defined by the Illinois Constitution. It is a non-judicial office of the Judicial Branch of state government. The duties are set forth by statute, Rules of the Supreme Court and Administrative Orders of the local Circuit Court.
The Clerk is required to attend all sessions of Court, keep and preserve all court records which consist of civil, probate, juvenile, traffic, and criminal cases filed, issue process as required by law, and are the Keeper of the Seal of the Court. On a daily basis, the office interacts with the public and attorneys performing several functions including the collection and disbursement of fines, civil fees, and child support. It is also the duty of the Circuit Clerk to summon prospective jurors for both petit and grand jury duty.

Mission Statement
The mission of the office of the Clerk of the Circuit Court of Moultrie County is to serve the citizens of Moultrie County and the participants in the judicial system in a timely, efficient and ethical manner. All services, information, and court records will be provided with courtesy and cost efficiency.
